Question about a specific SAT writing question?

On test #5, the following sentence is in a passage: “Exposure from reporters has served as an important blockade to or scolding of malfeasance.” The passage is about investigative journalism, which the sentence is referring to. The question is as to which phrase is the best in place of “blockade to or scolding of”
A: No change
B: Interference to or condemnation of
C: Drag on or reproof of
D: Deterrent or rebuke to

The correct answer is B. I understand why it’s not A or C, but why not D? What’s wrong with the word deterrent or rebuke? Also, on another note, if anyone knows, is it valid English to say “interference or condemnation of”

Rebuke is more like scolding than it is like condemnation. I’d rebuke a small child for hitting her brother. I wouldn’t condemn her. And “condemn” is what a reporter would do to a public official’s immoral behavior.

…I guess. What a weird sentence.
