If someone's GPA is 2.97, is it ethical to round it to 3.0 on resumes etc.?

no...you need to report it as is. Most gpa's are given with two decimals any ways. However a 2.978 would round to a 2.98. I feel, however, that if you were to change your average to a 2.97 to a 3.0, that would be unethical.

anymore opinions on this?

I agree, leave it as 2.97. Employers will see that as basically a 3.0, but you still can not put '3.0' on your resume.

Consider a student who has a 3.97, would it be okay to list his/her gpa as 4.0?

Two decimal places is the norm. Leave it.
