Question about Health Insurance in Quebec (RAMQ)

Context: my son was born in Ontario and we left for USA when he was 2 years old. So he does not qualify and will never qualify for situation 8 in Quebec. He was admitted to McGill and we will pay Canadian (i.e. not Quebec) tuition. Will he be eligible to get RAMQ after 2-3 months waiting time? The RAMQ application has 2 relevant options:

  1. I want to settle in Québec or I have been settled here for less than 1 year

  2. I want to study or undergo training in Québec

If I understand it correctly any Canadian citizen can decide to “settle” in any Canadian province he wants. Is there any contradiction with the fact the person is a student at the same time? If I choose the second option it looks like such person is not eligible for RAMQ.

My older 2 kids did option 1.
It was a little different as they were born in US and had never lived in Canada so they met situation 8.
I believe that the RAMQ application is totally indépendant though of this.
The younger started at McGill in August. He applied online in August, received an email a couple of weeks later saying his application was accepted and he would receive his card in November….which he did!
This card, however, is good for a year. A few month before expiring they have to show that we’re in the province for 180+ of the year at which point they will get a permanent card!

Thank you for this info. How to show 180+ of the year? Just a declaration? Or any docs are needed?

In the past, my daughter had to show some proofs but things have changed with Covid. As for the 18o’ish absence, it is a declaration. I don’t think there is any need for proofs.
