Health Insurance for a Canadian from US

<p>I hope that somebody on this board can help me to figure this one out: </p>

<p>My son was born in Canada (Ottawa), spent most of his life in US, and finally came back to Montreal to attend the University. We did a lot of web surfing and talking to people (perhaps NOT the right people) and failed to get a conclusive answer whether he is eligible for Quebec Health Insurance. Have any of you ran into this before? What did you/your children/your parents do?</p>
