question about the apush DBQ

For the DBQ, is it ever okay to quote documents? For example, I did a practice DBQ the other day and included this sentence: "During his presidency, he clearly expresses an anti-reform agenda, ‘Economic depression cannot be cured by legislative action or executive pronouncement,’ (Doc 2).

I think its allowed but unnecessary because graders already have the documents and they’re rather short. If you just cited the document with a paraphrase and used it to expand on the prompt without the quote it would have the same effect.
