how can there be people on a waitlist if there are still available seats? what am i misunderstanding?

also, there are four discussions sections for this course, each with a max capacity of 16. 16*4=64, and 64<84. under what circumstance would a person enroll in a lecture without enrolling in the corresponding discussion?

the waitlist can be for a couple reasons. 1, professors can set aside seats so he can personally add people, perhaps people who major in this class, like seniors who need it to graduate.

Second, people might want a certain discussion section, and if that discussion section is full, they will sign up for the waitlist to try and get in. But to enroll in a class, you need to enroll in the discussion, so if you are waitlisted on that, you will be waitlisted on the whole thing, even if the lecture has seats open.
