Question regarding college in-state tuition

I have an E-2 Visa dependent and been living in Georgia for 16 years or so. My family has paid taxes for the past 16 years. When applying to UGA I was classified under as non georgia resident. I'm pretty sure I am considered under the exception and should be a Georgia resident for tuition purposes. Anyone have any experiences with this? What papers must I send to them and etc.

An E-2 visa is not a permanent resident visa is it? According to the georgia university system website
[4.3 Student Residency - Board of Regents Policy Manual - University System of Georgia](http://www.usg.edu/policymanual/section4/policy/4.3_student_residency/UGA) website
only non citizens who are permanent residents qualify for instate tuition.

An E2 visa does not make you an eligible noncitizen as defined by federal Title IV regulations.

I’m over 18 and been enrolled in a NC state supported institution for three years so far. My parents are about to move to another state in a few months and I would like know how this will affect my residency status? Will I still be eligible for in-state tuition until the end of my college education?

I am currently living in my own apartment, have a job, but do not file taxes seperately.
