First off, am I correct in saying that there are three things required to be an applicant, which are...
1. CommonApp + School Specific Supplement (w/ Recs, SSR, etc)
2. Transcript
3. Score Reports for SAT/ACT/SATII

Second...I am retaking my SAT in December, I will get my scored Dec. 21st...I want to see them before I send them...
Do colleges require that scores are there on Jan 1st/2nd, or is only the application due the 1st/2nd, and trancripts/score reports can arrive slightly later? If not, will Collegeboard send my SAT score before the deadline, if I send them out on the 21st?
Thanks.

I believe that only the parts that you need to complete are due on January 1st for RD. I’m not sure about recommendations and transcript (i think this needs to be submitted by your school prior to the deadline), but other parts of the application including SAT score reports can be submitted after January 1st.

Yup, only the stuff you need to complete (common app, school specific supplement) are due by the deadline.
(Don’t forget payment of the application fee!)

When I read Due Date, all I thought of is the one you get by taking the date of last menstrual period and add 2 weeks and 9 months…

And to answer your actual question, you have to check with each school. Some say it is fine if the scores arrive later, others want EVERYTHING in by Jan 1. Call the admissions offices and ask.
