Question related to "Neutral" tone in the SAT CR

Is "neutral" tone used when the author acknowledges both the pros and cons of a phenomenon or when the author simply has no personal reflection on the phenomenon, not criticizing nor praising.
Thanks in advance

Tone is how the author talks about a topic, not what side he/she is on. So an author can completely disagree with a particular viewpoint but still hold a neutral tone. The author can be undecided about a topic but write in a passionate or playful tone.

Thank you
