Questions about Bloomberg Scholarship, grant instead of loan

In my D's financial aid award in Spring 2013, the letter indicated her offer had no loan component freshman year, but this would increase to a $1000 loan component sophomore year and $2000 each of junior and senior years. My questions are:

1) Was this a Bloomberg Scholarship? It was not indicated as such.
2) Are the amounts of grant-instead-of-loan ever different than above?
3) What percent of the admitted class that need aid get offered this?

"Bloomberg Scholarship: Bloomberg Scholarships were made possible through a generous gift from Michael Bloomberg, Hopkins alumnus (Engineering '64) and chairman of the Board of Trustees. Students who receive this highly competitive need-based scholarship will not be required to borrow. The scholarship is renewable for up to three additional years based on continued financial need."
