If you have more ECs that you regularly participate in than slots available on a college application, what are you supposed to do?

Also, when you get interviewed by a college, I know you usually talk abour extracurriculars. Does the person interviewing you ask you about EVERY single EC or do you basically just talk about 1 or 2 main extracurricular activities that you devote your time to? How much and to what scope do you talk about the extracurricular activities that you are involved in?

i didn't need an extra slot... i think? i have a few really dedicated EC's. we'll see how that goes. :)
as for the interview question, when i had my princeton and harvard interviews, i briefly mentioned the important leadership ones, or the ones that mean the most and have taken up the most time. both interviews were fairly organic conversations, so we just talked normally and it didn't feel too much like an open-ended interrogation. i talked about what i wanted to talk about, stressed the leadership and the passion.

If you do have many ECs (I believe commonapp has room for 7), mail in a resume listing all your ECs (but write a sentence or two about what you do for each EC). Unless you just belong to a million clubs and don't do anything. That's not going to help you listing those.
