Questions about in-state tuition and scholarships

<p>Hi, so right now I am a US citizen currently living in China. I have been here since 2008, and I am currently enrolled in an international school. My family owns a house in Connecticut that is currently being rented, and we might plan to buy a house in Pennsylvania. I am just wondering, if I decided to go to the University of Connecticut or Penn State, could I pay in-state tuition or would I have to pay out of state?</p>

<p>Regarding scholarships, would I be at a disadvantage? I notice many of the requirements include: "Connecticut citizens only". Would I be considered a resident of Connecticut just because I have a house there?</p>

<p>Owning a house in CT does not make you a CT resident. Living in that house in CT would make you a resident. Depending on the reason your parents moved to China, and whether you lived in CT before that move, you might be considered a CT resident. Have your parents filed CT resident tax returns while you live in China, or do they report their rental income on a non-resident return? That would be a good indication of your status. Chances are, you will not be considered a resident, will be charged non-resident tuition, and will not have access to those scholarships.</p>
