1)I never took the SATs... will this be a problem for me if I am applying for sophomore transfer?

I ask about test scores for this next question...

2)They say they will judge you based on test scores and high school records if you've got less than 30 units... so do they wait until the end of spring to make a decision, or they make their decision immediately with your grades from fall?

3)Where can I go to get advice on the USC Personal Statement?

1) You can report your ACT yourself (not required), but later you need to have the College Board send your scores directly to USC (ACT Code = 0470).

2) The decisions for transfers comes out in June-ish. I'm sure they have a "definitely yes", "hell naw", and "maybe" way of organizing things beforehand.

3) What major are you applying for? If you don't mean your essays and such, then I can help you if you tell me what major you're hoping for.

If you took the ACT, then as mentioned above, you can report those. If you've taken neither, then it will most likely be a problem. You should contact your USC counselor via e-mail. That person can be found here -> USC Undergraduate Admission - Transfer Student Counselors

If you have fewer than 30 units when you apply, then they will judge you based on HS/SAT/ACT. They will not wait for you to finish the year - there isn't enough time for that. Also as mentioned above, the possibilities are: Accepted, Rejected, and Spring Grade Request. They will only ask for a Spring Grade Request under certain circumstances (usually if they are on the fence about you or if you're taking important classes for your major) but they won't wait for you to finish 30 units and then judge you in mid-June.

There are so many resources for this. Friends, family, counselors, professors, books, here, and the list goes on...

But its weird, because I talked to my counselor listed on that page grey just posted, and he told me that USC will wait until they get my spring grades and then make a decision; I will have more than 30 units by this time.

But I called the admissions office and spoke to a counselor and they told me that they will determine if I get accepted or not based on what I have at the time of application, like the other poster just said... Does that mean that my test scores won't be taken into consideration?
