I'm an international student who is not applying for financial aid.
Do I still need to submit the International Student Certification of Finances form or any other financial forms for that matter?

Thanks a bunch!

I believe the certification of finances is to prove you have the money to pay for college. So, yes, you must provide it if your school requires it. Schools that require it will probably not process your application without it. Check with the school for what they require.
