Reapplying to college after gap year

I am an international student, attended elementary, middle, high school in the states. Due to mandatory military service in my country I had to take a year off after freshmen year. I dropped out of freshmen year near the end of second semester. I am trying to reapply to college after my military service which ends in May 2016. I have a few questions I want to ask.

Would my high school GPA still be necessary when applying? (My high school GPA isn’t so good)

Would retaking the SAT and TOEFL help in applying? (I got 1970 on the SAT and 115 on the TOEFL)

I dropped out of college near the end of second semester, I dropped out of all my classes. Would the colleges I’m applying to look at my past college records? I dropped out in 2014.

When you say you “dropped out”, are you saying you just left your college and got all F’s that second semester? Or did you withdraw (including medical?)
Yes, you’ll need your HS record since you only have 1 semester’s worth of classes. And yes, there’s a national clearinghouse that lists all classes taken by students anywhere along with the grades they got.
What state did you graduate HS from? Some states give you instate tuition if you gaduated HS there.
It sounds like you’ll have to attend a community college first. While theoretically retaking the SAT (and getting a “new” 1400 SAT score on the 1600 scale) would help, it’ll all depend on your college record.

Don’t bother retaking the SAT or TOEFL. Your TOEFL is fine and schools won’t accept a new SAT from a college student (it’s designed for HSers).

You must report all of your past college attendance with transcripts to a new college. No exceptions. There is a clearinghouse, they will find out if you don’t do it.

^however this student only has (apparently) 12-15 credits. Many colleges WOULD require the SAT still.

That doesn’t mean the student can retake it. It just gets reported.

Most universities will take the SAT that students report and send to them. They don’t care if it was taken before or after HS graduation if the student is still classified as a freshman.
