I've heard that a rec with all ratings at highest level (top 2-3%) might look suspicious/unrealistic.
Should i advise my teachers to select a few lower level ratings (like only top 10%) even if they sincerely would've selected top 2-3%?

However, it seems logical that if it comes down to two candidates equal in everything, but one with a 2-3% and the other with a 10% rating, the first would win.

Do not advise your teachers about anything. Unless they are first-year teachers, they've done this before. Trust them to know what they're doing. If you don't trust them, find someone else. (I know that if I were asked for a recommendation, I'd be offended by that person telling me how to do it, and I'd suggest that they ask someone else.)

i'm from romania...they've never seen a rec in their whole life :)
and have no clue as to how the us admission system works. down here you only take some tests to get into college

lol...... you can't be so cynical about everything.
The adcoms are not going to distrust every applicant that has good recs, maybe he is good? thats the reason the box "top 2%" is there, because some people are that good
