You are making it sound like any student whomdrops out will have to pay their Pell back. That is NOT NOT the case.
In fact at most schools…there is a date at which the payback isn’t required if the studen drops outeven during the term.

It’s good to be aware of what money may have to be paid back. That’s why I said to the OP I wouldn’t accept money I didn’t need. Also, I wasn’t the one who brought up the topic of grant money in this thread.
However, it looks like the situation is basically a “you are on the wait list, here is what your FA offer will look like if you are admitted” type of situation, rather than any actual money being offered at this time.
Probably most FA calculations are automatically done by computer, with a few FA applications being flagged for human review due to unusual circumstances, in parallel with admissions readings and decisions. So all admitted students can be given FA offers, and all waitlisted students can be told “here is what your FA will look like if you are admitted”, by April 1 or earlier.
