I’m an oregon resident but no schools offer the program I want how do state reciprocity programs work. I’m looking at WICHE right now.

However, there may be restrictions, like some majors can get the WUE rate but not others.
Your other posts indicate that mechanical and aerospace engineering are your majors of interest. No Oregon school offers aerospace engineering, but Oregon Institute of Technology, Oregon State University, and Portland State University are public schools that offer mechanical engineering (and private University of Portland also does).

I posted this in one of your other threads. The more well-known state flagships that have AE (like UW, UCs, UC-Boulder) don’t participate in WUE, but NMSU does and it seems like the reduction is automatic if you meet the minimum criteria. Contact their admissions office if you’re interested in more details.
There may be other schools that participate in WUE and offer AE, but I don’t think it’s likely due to its niche appeal.
WUE does not require that a school in your home state not offer the program for you ti receive the 150% of tuition. Any student living in the exchange areas can apply. Some schools limit the number of WUE students, or the number in a specific major, but not all do. If you find a school with aerospace engg, apply.
