<p>You either mail a recommendation yourself after the writer gives it to you or the person who writes it will mail it. You should provide him/her with stamps and an envelope is the latter.</p>
<p>Also, they are due when the application is due, but you would ask for one from a teacher/counselor/etc. with ample time to write.</p>
