I am sorry, at this late state, I really do not know any school that fit your situation, please review the list in #15 of this thread and see if there are some that will fit.
I just notice Hendrix College has its admission still open and it has computer science. This is an Arkansas lac college that is part of CTCL group. Your stats may get a high scholarship from them that it might be affordable. @MYOS1634 should know a lot more than I do.
UMA Lowell is a great under-rated sleeper. Don’t know how much they’d charge you though as OOS. Could Coast Guard Academy also be an option? Are they still taking applicants? (free ride) or Massachusetts Maritime Academy on Cape Cod?
An issue is the late date. That level of scholarship money has mostly already been handed out. :s
Reach out to Hendrix, Ursinus, Beloit, Gustavus Adolphus, Millikin, Allegheny, Luther, Augustana IL - not sure theyd be affordable even if they are still accepting applications though.
SUNYs can be explored further. Plattsburgh has good scholarships.

I’m sure there are a number of SUNYs still with open admission. OP could pick one and then transfer out in a year or two. I don’t know how boarding costs work, but it sounds like he’s eligible for Excelsior Scholarship = free ride. Application deadline is July 23.
I know several kids studying CS at SUNY Albany. None of them applied to stony Brook because it was too close to home. The one I saw over spring break is very happy there and the parents of the other two say the same thing. I don’t know if it’s too late to apply, but maybe for January 2019?
I think I’ll also apply to the Honors program at New Paltz, if the deadline hasn’t passed already.
If it has, email the Dean, list your qualifications, explain what excites you about learning, favorite book, idea, why you want to join the honors college (what in the class format will make it better for you than regular lectures), why your presence will also benefit the other students…

You should not stop at NP. Carefully pick at least 5 or 6 from posts #11,13 and 15. For those which are still accepting applications, you should apply asap, if it is open, they will also consider FA, including scholarships. I’d try Hendrix, even its in Arkansas and its regular COA is 45000. Beggars no choosers.
For NP, in addition to write to the dean, maybe you should also write to department head of CS and explain your qualifications and your dreams. So is CCNY, it may have closed doors, but you should try it anyway.
In the letter you write to the schools that have closed admission, you should explain your mistake of applying to the wrong set of schools as a result, they are not affordable.

I don’t think I would discuss the mistake of applying to the wrong set of colleges. Sounds desperate.
I would write based on Post #92.
The phrasing would be “due to a set of unforeseen circumstances, I am looking for a few colleges closer to home” or “due to a set of unexpected family circumstances, I currently find myself looking for colleges in the … region” (< region where college X is located). It is just polite bromide, adcoms won’t remember it and don’t care about your college list mistakes at this point, they want to know you’re not applying to their college because you were rescinded after stupidly cheating on a test/beating up someone/failing a drug test with your team - if they still have room at this point they’ll welcome your application (above circumstances excepted). If they’re looking at a packed freshman class, then you’re out of luck and they’ll politely tell you that unfortunately they’re no longer accepting applications at this late date.
DO NOT discuss applying to the wrong colleges.
UAH and several SUNYs are good ideas.
And be ready to hit the ground running the minute the NACAC list is published.
OP, New Paltz is an awesome town and the college is active and bustling. The honors program comes with some nice perks. It is a great option! If I am not mistaken you can apply up until May 1st. It has gotten more selective over the years (our daughter was waitlisted but then accepted) and they are adding more and more programs and buildings.
I am impressed with your positive attitude and I am so glad that you are continuing to check in and keep us posted.

I was in a very similar situation. Same GPA and test scores, same admission results. (Sorta)
Just wanted to ask you, did you receive guaranteed admission anywhere? If so, that would open a lot of options for you. In such case, I think that participating in a gap year program would be very beneficial. You could reapply the following year to other colleges.
@GMKoon I did get accepted to WIT but even with the scholarship I got it’s expensive. I’m probably gonna submit a deposit there and apply to more places. What did you do in this situation?
