<p>Universities can endorse multiple candidates and frequently do. The university endorsement is basically a kind of letter of reference but written by the university.</p>
<p>Within a university, the process varies widely in terms of how they decide who to endorse. but you need to start way in advance, typically the previous year.</p>
<p>For those applying as undergrads, you can apply either in the state where you attend college or in your home state. Each college can only endorse one candidate from each state.</p>

<p>This is most certainly NOT true. Just look at the list of winners this year: </p>
<p>District 3. Two winners from Stanford, both New York State</p>
<p>District 6. Two winners from U. Georgia, one from Georgia, one from DC</p>
<p>District 10. Two winners from U. Chicago, both from Ilinois</p>
