Rice or Northwestern for ED?

Hey guys thanks for clicking in to help.

I’m a Taiwanese international student coming from an extremely competitive public school in Taipei.
I intend to major in mechanical engineering, which both schools are good at, so it’s really hard for me to make a choice here
I know I prefer Evanston weather and Chicago public transit (obviously I won’t be driving), but Houston just seems like a city with more opportunities.

Some of my stats:
SAT 1430 ERW650 Math 780 (retook it, still waiting for score, which probably is also gonna suck)
SAT II Physics 800 Math 2 800
TOEFL 106
School GPA: 24% of the class (Taiwanese high schools deflate scores, so the percentage is what I’ll be putting more emphasis on)

ECs:
founded FRC team in school so students in our school can have their escape from the academic pressure and gain hands-on experience. Raised ~30k USD in the process, and won judges award in the regional game.

founded a soccer club because my friends and I love soccer but we weren’t allowed to play in school nor to represent our school in competitions, so we created the club to make them possible. really did it out of our love for soccer.

revived the English debate team in our school, and was the national champion. (along with some best debater award)

chaired several MUN conferences

Additional info:
I got Rice fee waiver (through subject test I think)
I need financial aid
the school I will be graduating from is Taipei Municipal Chenggong High School (third-best in Taiwan academically)

Which school should I apply ED to? Which school do I have a better chance of being accepted?
I know my chances are extremely slim for the two schools, but I still want to give it a shot.
I am already a senior now, and ED deadlines are just around the corners. Hope you guys can help me out.
