Hello! I'm an international student living in the US and will likelly obtain my permanent residency by next year. I need help narrowing down my college choices >.<, and I would like to hear from both sides. Should I go with Rice for engineering or UC Berkeley for physics and applied math? I have to pay the full price for Rice (hehe rhyming xD), and I'm OOS for UC Berkeley so I would also pay the full price. HOWEVER, my family is planning on moving to California and establishing residency there so i would pay in-state tuition for the following three years at Berkeley. Which one do you think would be better for me and why?

Check the rules for establishing in-state residency VERY carefully. You should consult the Berkeley registrar’s office; the international student forum here on CC may also be useful. If you can get in-state rates for Cal after a year or two then save your money and go to Berkeley, which has an exceptional physics department.
