Rock music programs and musical engineering

My little brother (16) is starting the college search. He wants to major in music with an emphasis on either jazz or rock guitar. He also is really interested in electronics like pedals, sound, amps, etc. He knows that performance is pretty unrealistic, so he wants to get some sort of practical education while also being able to play music.

He's not excited about the east coast or huge cities. He loves communities with a good music scene and laid back people.

Any suggestions?

Since he's not excited about the east coast, that eliminates Berklee, Hartt (jazz & music tech, no rock offered), The New School.

Take a look at Belmont in Nashville and the College of Sante Fe.

Check out U North Texas. Great music school outside of Dallas. Jazz and hi tech experimental stuff especially good.

USC Thornton School of Music has a brand new Popular Music program. Check out their website. Looks like something that might be of interest to him.
