When is the best time to apply to a rolling admissions school? I (for example) am going to take the act in september and the results will get to the college by november so I am hoping that is early enough. Thanks.

It is definitely best to do rolling admissions ASAP, for the reasons which include: earlier decision [most of the time, though I know of people applying to TCNJ in october and didn't hear till about february], less comparison among other applicants [since there won't be as many] which can usually help you get in, and just the comfort of getting an acceptance if you do which can relieve a lot of stress.

ASAP is the best choice. Even if you're taking the ACT in September, you can still in the other application materials (transcript, essays, recs, so on) before. So do it early!
