1) What are some schools that use a rolling admissions process?

2) Say you apply rolling to somewhere like Penn State in August or September and get in. Can you then apply somewhere ED (specifically with ED single choice)? To me, it seems like you would just retract your application after you apply/hear from ED, however if you are already admitted, is this really possible?

A lot of larger schools and state schools, like the University of Michigan.

Yes. You can apply rolling admission to a school and the ED single choice school, unless specifically told otherwise on the ED school's website. If you get into the rolling school and are still waiting for the ED school, just don't a letter saying you're coming to the rolling school. If you're still waiting on an admissions decision from the rolling and get in to the ED school, you can send a letter to the rolling school and retract your application.

Please note, ED is always "single choice", since admission to the school under ED is binding. If it is not binding, then it is EA, which can be regular or "single choice".

Majority of all colleges are rolling admissions and that includes most state schools (Penn State included). All schools that have ED, EA and even schools that have single choice EA (like Harvard, Yale, Stanford) allow you to apply and get admitted to rolling admissions schools before hearing on their decision. You just don't accept the admission (and generally do not have to) until you hear from your ED or EA school.
