Are ROTC scholarships available without an active duty requirement?

That would be no.

Yeah. It’s really hard to get Active Duty actually, and you can elect to go reserves. Fr the Army, at least. Can’t speak for AF or Navy

My kid was offered a 4 year ROTC scholarship.

5 year active duty requirement, with remaining years okay for reserves.

Must have been Navy or Air Force, because that is not how the Army works. West Point is a 5 year AD commitment, but the Army ROTC scholarship is 4 years active and 4 reserve OR 8 years reserve.

Correct, Navy.
