So the real point is get everything ready now to reapply for the 2019 entry. Apps are open soon. Make sure to apply to a wider pool of schools, look at dates and apply early and complete outstanding paperwork ASAP. You will always be asked to explain your citizenship status, so be ready for that, assume that you will be picked for FAFSA verification, learn from this debacle. Get a job.
Why was Rutgers your only option? What are your stats outside of the 1500+ SAT? Is your HS history hampering you in wider applications? GPA?

You probably won’t get offered $4000-$8000 in additional aid next year…AND you might just still,remain as an OOS student for tuition purposes if you start as an OOS student.
You need to check the Rutgers policy on changing residency status for tuition purposes. Don’t omit this step.
Your family can’t help you much with college costs. So you need to be able to cover all costs with grants, and loans, if needed.
Waiting a year to start might not be what you planned, but it makes the most financial sense.
