The other issue is that anything that is not known to be affordable cannot be a safety.
Like almost everything in life, college ends up costing more than you expect. People have pointed out travel & medical insurance. Don’t forget books, entertainment expenses, clothes, laundry, phone, and most colleges tack on all sorts of “fees” that usually aren’t included in tuition. So if your budget is $40k, I’d shoot for a school where room/board/tuition is about $30k.
At Florida State you’d likely get a waiver of all out-of-state tuition, making room/board/tuition somewhere under $20k.
