sat grammar confusion

In the ultimate guide to sat grammar, a rule mentioned that if a comma preceded because, it is directly incorrect. I saw some correct answers in sat question that have “…, because…” so what should I do ?

The NORMAL order is if the DC is first, there’s a comma between it and the IC, but if the IC is first, there’s no comma between it and the DC. But that book is wrong if it says “because” can never be preceded by a comma. There are plenty of situations in which that formulation is admissible.

Answer is D. I could make out that it should be “as” instead of “to be” but what is the precise grammatical rule regarding this since it’s an entirely new problem for me?

Idiom: “condemn as.”
