Okay so I am applying to Johns Hopkins and they "strongly encourage" prospective undergraduates to send 2 SATII's, but they are not required. I got a 32 on the ACT (English - 31, Math - 32, Reading - 30, Science - 34), a 690 on math 1, a 640 on US History, and a 620 on Biology M. I want to be pre-med, so I was wondering, should I send any of these scores in, just the highest 2, or all 3? Thanks.

Also, the other aspects of my application are very good: solid essays, great recommendations, 4.0 Unweighted GPA. Thanks.

John Hoppkins is a very good university, so scores like 620 will not necessary help you. If I were you, I would send two of them. Chose youself which one.
