<p>I think this is the answer.
You are looking for a two digit number. How many combinations between 1 and 9 do you have where 3/4 of that number is also a whole number between 1 and 9. There is 3 and 4 (4<em>3/4=3) ; 6 and 8 (8</em>3/4=6). Each combination makes two two digit numbers. Total of 43+34+86+68= 231.</p>
