SAT or ACT

So I am an upcoming senior with an SAT score of 1850 and an ACT of 28. I would like to apply to some top notch schools, so obviously my test scores need to go way up. But which one? I was planning on getting a tutor for the SAT, but one of my friends (who has the same SAT score) said she is going to get tutored for the ACT because she thinks she has a better chance of scoring higher and that colleges allow you to submit one or the other. So my question is as follows: are they really viewed equally? could i submit only an ACT score and still be competitive? Or what if i had a higher ACT score but didn't get my SAT score up much more? This is becoming confusing, basically, should i spend money (I know i could try self study with a book but i REALLY need to get a high score) on SAT prep or ACT prep?

Those scores are basically equal, so personally I would just work on whichever one your score was less lopsided for. (ie. if you had a 28 composite with a 19 and 21 in some section but 2 35s in the other two, but your SATs were like 620, 600, 630 I’d go with them; and vice versa)
