Less people take the ACT, and maybe the people who take the ACT are as a whole "lower" academically than those who take the SAT? I didn't want to offend anyone by saying that, but ACT is popular in certain states, while the SAT is popular in other states.

The states of Colorado and Illinois make ACT testing mandatory, therefore forcing students who are lower academically and don't plan to go to college to take the test. In turn, this possibly could lower the percentiles.

I know colleges in the west and midwest would rather have the ACT than SAT while schools in the east would much rather have the SAT. Honestly everything I have read points out that the ACT is a much better test. I mean SAT has been very controversial lately and a lot of schools are throwing it out altogether. Also a lot more people will get a perfect score on the SAT than ACT. I read I think in Readers Digest that out of the million plus people that take the ACT every year only around 40 will get a perfect score. It seems like just reading posts on this site that a lot more than 40 people will get a 2400 on the SAT. People that take the ACT are not academically lower however. Honestly people probably score higher on the ACT because it is a straightforward test that does not have such a strong emphasis on tricking you like the SAT does. Oh and on a final note contrary to popular beliefs the ACT is actually accepted at more schools than the SAT and it is becoming much more popular.
