…I understand that (A) (B) © are wrong because of wrong modifiers …so it’s either (D) or (E) …the answer is (D) but why is (E) wrong??
California is a place, so “where” is the simplest and most elegant word to use. Furthermore, you don’t say “at California”; you’d say “in California.” So “at which” doesn’t really work.
