So my school forgot to order an exam that I have spent over 100 hours self-studying. I got a call this morning telling me that they did not have it. They are apparently trying to appeal for an extreme circumstances, which would have to be approved by a board. Has this ever happened to anyone?

No, but you should be enabled to take the test at a later date. If a school does not offer an alternative testing date, then the school may not be able to distribute AP exams next year.

Have you paid for it? If yes, call CB or the Office of Testing Integrity or your school to work something out. I mean, CB writes make-ups for the make-ups, so you should be able to test.
