Not in my area! Here the “old people” get special shopping hours where you are not allowed into the store if you are not old. So, why not give the students the same treatment and give them special shopping hours. This is just ridiculous that this type of ruling could be sent out. All of those working college kids should apply for and be given unemployment through the state.

The college kids are still allowed out, just by them selves. Do they need to go out in a group to work or to buy their essentials?

I agree. The fact that it was even written to begin with is appalling.

I haven’t read through all of the Boulder comments but did the city do this because there was spread of the virus into the community? Or were they just fed up with the parties that wouldn’t stop?

Curious if other towns are seeing community spread where the big uni in town has a lot of cases.

My understanding is that there is little to no community spread from the CU outbreak and that the goal of the order is to keep it that way. There are thoughts that if there is community spread then the entire county will be put under a stay at home order which they’re trying to avoid due to the economic fallout from that decision.

The Health secretary of the United Kingdom has put out there that he might lockdown university students over Christmas to prevent the mass movement of people around the country, IE they would have to stay in their university town and not go back to their parents.

It’s probably all bluster but that just gives you an idea of the though process of one leader in this area.

UCB - You don’t find it interesting that they cleaned up the language when they published the “Summary”?

Prohibiting a crowd that includes one person aged 18-22 makes no sense whatsoever and is probably unconstitutional for lack of a rational basis. Not just the US – student restrictions in Scotland, too. From CNN:

Scottish First Minister Nicola Sturgeon says students are not to blame for the spread of Covid-19 in Scotland despite being banned from bars and restaurants and thousands being forced to self-isolate at campuses.

“I know some of you feel as if you’re being blamed for the spread of Covid right now, but that’s not the case. You don’t deserve to be facing this, nobody deserves to be facing this right now, and it’s not your fault,” she said at the Government’s daily news briefing on Friday.

Students in shared accommodation must not mix with other households. In addition, all students — not just those living on campus — must stay out of bars and restaurants and cafes this weekend.

It comes as several universities across the country report major outbreaks of infections.

Sturgeon also said she supports universities taking disciplinary action against students who breach these guidelines “as a last resort.”

Large indoor gatherings are now an offense in Scotland, and Chief Constable Iain Thomas Livingstone made it clear at the briefing that parties will not be tolerated: “Where officers encounter blatant, willful, persistent breaches, we will act decisively. We will enforce the law.”

Scotland reported a record number of daily cases on Friday, at 558.

Sturgeon warned that “we will see campus cases continue to rise in the days to come, but if we take steps now to limit the interaction we can help stem that flow” and urged students to “please do what is being asked of you.”

Those at the 36 addresses are not allowed out, cannot go to work (they can apply for pay through their employers), cannot go to pick up food. If they need to leave the location for ‘food insecurity’ or ‘housing insecurity’ (which makes no sense since they are living at that address) they have to apply to the Boulder county health department before setting foot outside the house.

I’m familiar with many of the houses. No back yards at all. Front yards are designed for looks, not to have dozens outside exercising or studying. Maybe 6 people could socially distance from each other and those passing by on the sidewalk.

Health Officers have clear legal authority to quarantine infected individuals. They also have authority to quarantine asymptomatic individuals whom they suspect have been in contact with infected individuals. And that means that they’d have to have some evidence to indicate that asymptomatic has been in close contact for a period of time (15 minutes per CDC?) with an infected individual.

But that’s as far as it goes. Health Officers in the US have zero authority to quarantine non-infected and non-suspected cases. And no, the Government can’t lockdown otherwise healthy seniors ‘for their own protection.’

Comments about what other countries — with much different laws – are irrelevant to Boulder.

There has been a negative consequence of an outbreak at Providence College that doesn’t involve community spread–it’s an economic consequence. There has been an outbreak of approximately 200 cases last week. Those 200 cases were enough to push RI back on the quarantine list for CT, NJ, NY. So there were no hospitalizations, no one apparantly very sick, and no community spread, yet Rhode Islanders are suffering because of the on-campus cases. People who have businesses (hotels, Newport restaurants, etc) who rely on some visitors from CT, etc, are being hurt. Such a shame. The good news is I think they are taking the right measures to control it, and hopefully RI will get back off the “naughty list” for those states within a week or two.

Whoever “cleaned up” the language in the summary at https://www.bouldercounty.org/families/disease/covid-19/public-health-order/ made it both grammatically incorrect and less clear than the language in the actual order at https://assets.bouldercounty.org/wp-content/uploads/2020/09/pho-2020-07-09232020.pdf . In any case, the FAQ is consistent with the language in the actual order, not the poorly worded summary sentence.

It is pretty clear from the actual order and the FAQ what they had in mind. Of course, many here will disagree on the reasonableness of the order, what they would do if they were writing such an order, or what they expect what they consider a reasonable or legitimate health authority would write.

There hasn’t been a noticeable uptick in community spread, but the data from tests showed transmission was completely out of control in the 18-22 age group. It’s bad enough that the Governor and state health department are worried about students going home and then the whole state spikes.

Amherst has started this week to distribute flu shots to all students on campus and I believe all colleges in MA are following suit as it is a mandate from the governor. Are other schools outside MA doing the same?

Rhode Island was on the naughty list all summer, through no fault of college students (since they were not on campus). College students were hurt by this when they were required to get testing or quarantine when coming to Mass or other states because RI was on the naughty list. So they suffered too because of what others were doing in state.

Quick, without boiler-plating the language of the actual order, tell me what the intent is. Cuz I honestly don’t know.

@twoinanddone My read of the order says that the ones in the 36 residences can go out and get food, supplies, etc and go out for exercise as long as they socially distance.

What do you find unclear about “Gatherings of any size within the city of Boulder that include any person or persons between the ages of 18 and 22 years are prohibited” that is written in the actual order?
