same as title. Is it better to go a highly ranked program or a highly ranked school. (assume you cant chose both ;) )

It depends on what you want from your business education. If you want the best business education, then program rank should be given more weight. However, if your focus is on placement, school rank can usually lead to better placement. This is mostly true for the elite schools, in some cases you will be better served by going to a lower ranked school with a better business program. This is simply meant to be a general principle to use in your evaluation.
Other factors outside of that include: the market the university is in (the larger the city the larger the market, in general), cost, and if you like the college in general (more often than not, your major changes.)

A good example is engineering. Michigan, Illinois, and Georgia Tech have better engineering programs than Dartmouth, Penn, and Columbia SEAS. If you want to go into engineering, the former schools will get you there (great programs). However, if you want to get into IB or consulting with that engineering degree, the edge goes to the latter schools (better names), even though they aren't as strong in the program.

which is better, umich ann arbor econ and math or kelley finance, accounting and international business

Umich I would say if you are going for the elite jobs (banking, consulting).
