Schools that are open to a "Financial Aid Review"

There's a separate thread on negotiating a financial aid offer, which has me wondering which schools are really upfront and open to doing this.

I was recently going through the financial aid processes for several schools and stumbled upon this form at Dartmouth in which they are very forthright about reviewing a "competing offer".

The form actually states -
"If submitting a request for a Competitive Aid Review because you have received a better need-based aid offer from another selective college, attach a copy of the other institution’s aid award."

<a href="http://www.dartmouth.edu/%7Efinaid/docs/classof2015requestforreview.pdf%5B/url%5D">http://www.dartmouth.edu/~finaid/docs/classof2015requestforreview.pdf</a></p>

It sounds like, for so many schools, you really need to tiptoe around how you bring up a competing offer, use words like "review" and not "negotiate" etc. I'm just curious if there are other schools that anyone knows of where they are so open and honest about the fact that they'll weigh one offer vs another.

While they may not state it as straightforwardly as D, many schools will reconsider a FA package if you get a more generous one from a peer school. I have experience directly with Yale and Brown.
