What do you want to study? Is ACT 30 a single setting score? Have you done the SAT?
You need to apply to the first come first serve as funds available like post 19 says.
Apply to the places that will give you the funds to cover tuition plus. If you are sure on what you want to study, make sure those schools have that.
These are schools that will be affordable for you and you will get a good education.
If you apply to enough, you can perhaps have more than one workable option to select from.

Thank you everyone for your input! I am already working a saving. Might apply for Alabama and West Virginia since tuition reciprocity is available in Ohio. I’ll see where this year ends up taking me!

OP, with OOS, ACT 30 UA will be 2/3rd academic scholarship, while as another poster said, much heavier scholarship level at schools like Troy U. You want to go to a school that you can afford for 4 years. Even with full tuition at UA, you cannot borrow enough as a freshman to afford room/board/other expenses.
