I want to pursue a Phd prog in either electrical or computer science engineering

<p>If you're talking about engineering doctorates, then practically all reputable schools will provide full tuition + stipend to all doctoral students, international or not, usually in exchange for TA/RA work.</p>
<p>Is it only for doctoral students? What about those taking masters?</p>
