Does anyone know any good summer programs for physics or biology that look good on my college application that I can attend? I have also interests in neuro- and cognitive science and philosophy. I don't think my family can financially support me for programs that are too pricey so I would be glad to see any programs that may support aid or scholarships. And I was wondering if there were any good programs that are less than 6 weeks, because it seems all the good programs like RSI tend to have it that long.

Carleton Summer Science Institute offers some financial aid.

Look at Colorado College. They have some aid and give you actual college credit. I did it last summer (2 physics classes) and it was a good program.
