SDSU admits by major but you need to meet the overall school EI threshold which is closer t a 4200/1100 for this year. There are exceptions… Your GPA will be an issue but your test scores are competitive. If you look at the decision thread for this year, you will see many applicants with better GPA’s and similar test scores get waitlisted or rejected.
Your EI of 948 ACT and 3872 are far below any accepted students EI’s for the past few years especially for CS (ultra competitive) or any type of Engineering. Not saying it isn’t possible but you would be better off applying to some private schools where LOR’s and essays are considered. Not sure the reason for your bad Sophomore year, but CSU’s admit based on stats and there is no where to explain any extenuating circumstances.
If you want the San Diego area, look at University of San Diego (USD) and Point Loma.
