My daughter was accepted yesterday, OOS, 3.98 u/w, Food and Nutrition major, National Cheerleading Champion, hundreds of volunteer hours, she is excited to visit SDSU
We had a girl from our school admitted yesterday, very low GPA, a non-rigorous courseload, no interesting EC. OOS. A boy from school was also admitted but with excellent EC. This seems to contradict the high stats only December admissions.
OOS applicants are considered in a different admission pool and not all OOS applicants are considered “high stat” admits. There are fewer OOS applicants which means less competition so it is difficult to do a comparison. Also unless you actually saw the supposedly low GPA applicants application, you cannot know exactly why this applicant was accepted. The CSU’s have their GPA calculation and they do take into account many other variables into their admission decisions including intended major.
For SDSU like many public universities, OOS and International applicants bring in extra money due to higher tuition costs so SDSU likes to lock in these applicants early. The higher tuition costs also translates into low matriculation rates for OOS and International applicants since many are unaware that SDSU does not offer any financial aid so OOS admission rates can be higher.
I have been a CC follower and poster for many years, sometimes there is no discernible reason (from our perspective) that one applicant is admitted over others.
The CSUs do not consider appearance or social media presence in their application review. They also do not consider if an EC is interesting or excellent. The application ask for the number of hours an applicant was involved in EC activities, if one had a leadership position (yes or no) and number of hours one worked over the past year.
My twins, and several of their friends, were admitted yesterday! All have high GPAs and are honors students (no APs offered at their school), and all have different levels of ECs. I agree with @Gumbymom that there is no discernible reason why one applicant is admitted over others. I’m sure different socio-economic factors are also evaluated when determining acceptance.

4.0 uw, (I forgot what my recalculated weighted was), 9 APs, relatively strong EC’s consistent with my major (founder, president, team captain, for CS clubs and competition teams).

Not sure that the “high stats” is necessarily true based on current reports and last years. It seems a bit more random, at least not overtly clear about the criteria on who gets to ride which “wave” of acceptances
Gumbymom clarified its high stats for California, and a different measure/process for OOS.
March is so late! I thought the Common App listed as rolling decisions. Sounds like no.
