Send ACT or SAT Scores?

I am applying to 6-7 colleges, and to limit costs I would prefer to send only one set of scores. 1 school has my ACT and 2 have my SAT already. I am not sure which is better, or if they are equal.

My Scores are:
ACT: 33
SAT: SS - 1470 CR - 740 M- 730 (highest individual test was 1460)

I also took SAT Subject tests, but those scores were not very good at all:
Bio - 700
Chem - 690

(If it matters, I am applying to Penn State, Virginia Tech, Duquesne University, University of Mary Washington , Temple University, Indiana University Bloomington, and possibly University of Michigan. I am applying to the Honors Program/College at every school as well.)

They are about the same but after the conversion, the act is marginally higher in value. The sat comes down to a 32. So the answer depends on what the places you are applying to prefer to see
