<p>SHC has a set date for their application. All those that submit by their lsited date will be considered at once. If you submit after that date, you are considered on a rolling basis.</p>

<p>It's the priority date for both the regular apps and for the SHC apps, so it's best to get both in before Nov. 30.</p>
