I looked at my bursar bill and found out that I already owe about $4000 for room charges and dining services. The due date was on August 10th and I already have a late fee of $60. My parents and I were going to use federal loans to pay for this. How can I already have a late fee if my loans get disbursed later this month. Should my parents get the money from their own pocket and pay for this? Or should I just wait for the loans? And about the federal direct loans and plus loans. How do they work. Are they sent directly to the school?

Sorry for the many questions. I am really confused.

It IS confusing! I imagine most people have an “overdue balance” right now. I know I do. I paid my Aug 10 bill in full…but have not only an overdue balance, but a “holds on services” due to non payment!!! The reason for this is that my child has scholarships, and those are “anticipated” when they send your bill…but they aren’t actually distributed into your account until August 20th.

I was LIVID when I saw this. There HAS to be a way for them to fix this glitch, it’s scaring me to death and I don’t want anything to accidentally get caught up because the system isn’t working. My child is already taking a class right now, so I’m worried about withholding grades/services/etc.

SO…I called them.

They told me not to worry (easier said than done!), that I don’t have an overdue balance…but that they don’t distribute the scholarship money until August 20. I “get” that step, I’m sure money is still coming in. But…WHY say I’m overdue then!? That’s the part I don’t understand. I’m sure it’s “just automatic”. I’ve done electronic bookkeeping for a LONG time…and, with such a tech savvy school…I’d think this could be corrected.

I can’t answer to your student loans, since our issue was scholarships, but I’m imagining they work the same way. Call the Bursar or Financial Aid…they DO answer e-mails and calls quite readily and thoroughly. So give that a try, and I’m sure they’ll assuage your fears. Provided your loans do cover ALL your costs. Because, if there is something that YOU still have to pay…then, yes…I think that was due by Aug 10.

I know that there is a partial payment fee of $30. And that is per payment (I think), so maybe that’s where the $60 comes from? And it will erase once the funds are applied?

Call them today, and/or you “should” have a better answer tomorrow anyway (Aug 20). My gut feeling is that you’re fine…but…check it out. Give them a call. You’re NOT the only one wondering!

This is the first year I have seen them call “anticipated aid” a “past due encumbrance”. I was shocked when I saw that on OneStart, but quickly realized after a little digging on the Quikpay pages, that the amounts were the same and that the anticipated aid would be disbursed on 8/20th. Not sure why they changed the “system” this year, but if enough people call to complain perhaps they’ll change it back. I’m sure they have better things to do at this time of year than respond to the same question all day.

Now, OP, if the minimum due by 8/10 was not received by that date, they will assess the late fee. Look at your Account Statement carefully. Loans and scholarships are listed under anticipated aid on the statement. When they calculated how much was due on 8/10th, they would have deducted the anticipated aid and any prepayments and financial aid from the Total Charges and Adjustments. To get the Minimum Due, they divide Total Due by 4, and then add a $30 service fee.

Looking at the numbers in the OneStart Student Center can be confusing, so be sure you are looking on the Quikpay page through the bursar’s office. The account statements there are very clear. If you still don’t understand where the numbers are coming from or believe that your loans aren’t being included in Anticipated Aid, call the Bursar and get an explanation. They are very helpful.

Yes, the various ways in which you can look at the account are NUMEROUS. Each paints a slightly different picture. Some show payments, some don’t. Some show the aid, some show it in a different area. Some show detail, some don’t. Basiclly…you have to pay what was issued as the first bursar bill by Aug 10…either in full…or in the payment amount. FYI…the earlier post says divide by 4…mine was only divided in half…so I think that can vary based on the amount due. ??? The amount they told you that you had due on Aug 10 ALREADY considers what they expect to receive in aid. So, that IS the amount they feel is due…above and beyond all anticipated/reported aid. We even had one outside scholarship that we self reported. It hadn’t been recieved yet, but they still included it in anticipated aid.

You did take the step to go in an “ACCEPT” the financial aid/loan/scholarships offered, right? I personally think that step wasn’t very well explained. I’m sure they told the kids they had to do that…but, some kids aren’t very detail oriented and it’s mostly the parents’ money…so…I stayed on top of it. Mine first accidentally accepted the loans offered (we didn’t want them)…kids don’t know/understand this process, or how the parent wants to finance the amount. The parents still need to be involved when it comes to steps necessary for to get payment handled.

Also…I disagree about not calling just because they “have better things to do than answer the same question”. Everyone needs this answer. This IS the bursar’s office, and it IS what they do, and it IS a very confusing situation that they’ve set up for themselves. If they can’t answer questions about why someone says “PAST DUE EMCUMBRANCE”…when their full bill was paid within 24 hours of issuance of the bill…then they should change the system. I think they have put themselves in the business of fielding phone calls because that’s pretty infuriating…to hear “yes, this will happen to everyone, every semester”…which is what they once told me. (Don’t read this paragraph as being aggrevated at the writer…I’m aggrevated at the bursar, they’re attitude hasn’t been sympathetic at all…while they do answer the question…they aren’t happy about it…guess it seems obvious to THEM…they know what’s going on…but it’s not to us. And they can stop the calls at any time by removing the “past due” notice on people who are not past due.

^^^If you read the sentence right before “have better things to do”, you’ll see that I am ENCOURAGING people to call so they’ll change the system back to the way it used to be. Sometimes, the only way to get something changed, is if the frontline people who bear the brunt of the calls are inconvenienced enough for them to complain to higher ups.

That’s the point I was trying to make.

The past 3 years, I have never seen this handled this way. It looks like someone was trying to improve the system, without thinking all of the ramifications through. This one is pretty basic, but they blew it.

Yes, I understood you. Likewise, THAT is why I said I wasn’t aggrevated at the poster…because I felt it would be read that way. Not so. Ranting directed at IU.

My son even got a late charge on OneStart for taking M119 at his high school starting yesterday. I have not been able to see any updates on the on-line admission after Docufide sent the e-transcript. And, the wireless internet was not working in IU memorial Union when we stayed there a month ago. I wondered about the hi-tech part. But, the student helper in Well’s library was very helpful to reset my network. I will watch out for the glitches next year.

I’m confused because it looks like it’s putting a hold on my record for $17,000 because it’s “past due” even though they said that parent-PLUS gets disbursed directly to the school. And it says I can’t get transcripts or Register for further terms until I clear the hold. My parents insist that everything was taken care of though. Does anyone know if this is a problem?

Tomorrow, 8/20th, anticipated aid as shown on your Account Statement will be applied as a credit to your account. Look at the statement in the Quikpay system to verify that the $17000 in PLUS loans are included as anticipated aid. If they are, then on 8/20th, you will no longer have a past due encumbrance on your account.

Looking at the actual statement in Quikpay is the best way to see what’s going on with your account. The Onestart Student Center info doesn’t give you a complete picture of where your account stands.

I checked my account status today through the “pay bursar bill” link on onestart and noticed that the credited amount that will be disbursed through direct deposit starting August 23rd is different from the anticipated aid listed in the student center’s anticipated financial aid tab. Does anyone know what this could mean?

IllinoisMom, the amount listed on the anticipated aid tab included an amount for Fall 2010 with the rest of the amounts relating to Spring 2011. I am a bit confused, but I will contact the bursar office and see what this means. Thanks.

IllinoisMom2006, I emailed the Bursar Office but they haven’t replied. By the way, I have accepted my loans but do not see it on my account. Do you know why this is not shown?
