should i apply as art major?

I know that Notre Dame is definitely my dream school, but I also realize that my stats (not even 1400 sats and relatively few ecs) are a little, if not a lot, below ND's average. I thought I was quite hopeless, but then realizing all ND freshmen have to do one year of liberal arts courses anyway, I think I might have SOME chance. Although my intended major is business, I think I am more competitive as a visual art applicant than a business applicant (giving my 10 years experience with oil-painting and quite some awards).

So my question is, will applying as a visual art major (and then switch to business after the first year) increase my chance for getting in ND?

Prospective major is irrelevant in the application process.

But then if I apply for art major, I will have to hand in a portfolio, which I'm sure it will be impressive

Normally I would reply as PCB has, but in this case I am torn. I would tell them that you want to double major, because it sounds like that is the truth. If your portfolio adds to your application and you plan on doing at least some stuff with that department I see nothing wrong with applying for that major and submitting the portfolio to see if it could help you. It is like having really good SAT-II scores and not submitting them because they aren't required...if you think it will help, as long as you aren't lying, I have no problem with it and think you should do it!
