Should I apply early action or wait for better ACT?

My ACT is 28 (34,29,24,24). I am taking the October 27th test but those scores (probably 32+) wont arrive before the November 1st deadline. Do I still have good chances with the 28, or should I wait for the new scores and apply regular decision.

-GPA: 3.9 (UW), 4.4(W)

How many times have you taken the ACT? Do you feel like you have time to study and do better by 10/27?

Once. I took a practice test yesterday and scored 33, but I want to apply early and the 28 will be the one to show up on my application if I apply before Nov 1

Are you applying to a particular college? This could determine whether or not you should apply before taking the next ACT. If you are applying directly to the Tickle College of Engineering and have a 24 on your math score that may be a little low for them as they need a 25…but other than that you fall in the mid 50% ACT range with the 28 composite score. Also your GPA is good and that helps a lot.

Have you discussed this with your high school’s guidance counselor? If so, what does s/he say about it? If not, then that might be a conversation you should have.
