I am an international student and I am in the employment process at a local university where I live. the university well fund my education and they will officially hire me under the condition that I get accepted to one of the top 50 universities in the world.
Since they had just told me about their condition late July, I had a very limited options to apply for. I applied for two programs in a very good university and I got an offer for the one I didn't like that much (I accidentally applied for it but fortunately it was related to what I wanted to study anyway :D ).
What I did so far is deferring my offer to next year so I will have time to finish the employment process and get the funding. Also, I will apply to other schools because I think I have a chance in a better school. the problem is that the university agreed to defer my offer after I pay them £2000 which is money I don't have right now!. I might get a loan and pay the £2000 if it was for the program I wanted. but I don't believe I should pay that amount of money for a program I applied for by mistake and have chances in a better school.

to sum up my questions are:
1. can I change my offer to the other program I applied for ?
2. should I decline the offer and apply again next year for the program I want only or will declining the offer lower my chances next year ?
